Remastering Cher's Believe Music Videos into HD

Published on September 8, 2025

In early 2023, producer Dion Singer posted on Instagram about the deluxe reissue of the album “Believe,” including sneak peeks of various radio and DJ mixes from the album, as well as instrumentals of several songs.[1] As part of the album's 25th anniversary, the team behind Cher's discography uploaded a new version of the Believe music video to YouTube, remastered to 4K in November 2023. It is the first Cher song to receive this treatment.

Although the 4K remastering of Believe was the big deal for the anniversary, Cher's team had previously remastered several of her music videos to HD, including first “Strong Enough”[2] and later “All or Nothing”[3] in September 2023,and then followed by “Dov'è l'amore” in October 2023.[4]

The HD remaster of “Strong Enough” reached 10 million views in January 2025, becoming the fifth most-watched video on Cher's official channel.[5] For the moment, only the videoclip for “Believe” is in 4K meanwhile other three of the music videos from this album are in 1080p (Full HD). Dion Singer,[6] who previously worked on remastering the tracks, explained that due to technical difficulties, certain music videos could not be converted to 4K. Quoting:

Nigel Dick directed some of the music videos for the album “Believe” during the 1990s. According to technical information provided, he had previously directed the music video for “As Long as You Love Me” for the Backstreet Boys using a 35mm film, this video was taken a year before the filming of the main music video for “Believe”, It is important to highlight the technology used by this British studio during the filming of music videos in the 1990s, as it provides context for the steps necessary to properly remaster the footage to HD.[7]

Dion Singer had previously explained that videos filmed on “Video Tape” are more difficult to remaster due to the specific technology limitations. In addition, the director also published some notes about his work with Cher, as well as conceptual data and post-production effects. Nigel Dick also directed the music video for “Strong Enough” for this album.

Dov'è L'Amore

The music video for “Dov'è L'Amore” (alternatively “Dove Lamore” without diacritics) was choreographed by Jordi Caballero,[8] but its production is a little more complicated, with different versions that vary slightly in length. One version of the music video was directed by Marcus Nispel[9] and another one by Jamie O'Connor.

Citing the book “You Haven't Seen The Last of Me” written by Jason Larocque in 2013, which discusses Cher's musical career in detail, he mentions the disparity between the mix used and the direction of the video clip in question.[10]

“The video was originally going to be directed by fellow diva Madonna, but due to scheduling conflicts and other engagements at the time Madonna was unable to do the video. Instead Jamie O'Connor directed the video and instead of using the album version of the song the Junior Vasquez remix from Cher's The Greatest Hits album was used and can be found of Cher's Video Hits Collection DVD” - Page 254 from the book You Haven't Seen The Last of Me

The HD Remaster for “Dov'è L'Amore” uploaded to Cher's channel is much shorter, 3:56 to be specific, comparing to unofficial uploads to YouTube in the 2010s are much longer, lasting approximately 4:34.[11]

According to the information provided at the end of the video clip “Dov'è L'Amore”, uploaded to Cher's official channel, the text “© 1999 Warner Music U.K. Ltd.” can be seen. This song has quite a few mixes and edits. During the announcement of the remastering of the album in early 2023, Dion Singer posted a list of the different mixes of this specific song on his Instagram, which is why the videos vary slightly in length depending on the mix used. Furthermore, (unofficial) accounts dedicated to cataloging Cher's work also clarify the existence of different versions of the music video for this song:

“The video for "Dov'è l'amore" was directed by Jamie O'Connor and used Emilio Estefan Jr.'s Radio Edit version. This video premiered internationally, including in Peru. However, there is an earlier video for "Dov'è l'amore" which uses the album version, and is slightly slower and longer than Emilio Estefan Jr.'s version. There is also a third video for the song, which is a remix that Dan-O-Rama made in 1999 for Warner Bros Records.” - Translated quote of Cher Perú Page via Facebook (2016)

While, the video for “Strong Enough” was filmed in the UK but features footage shot in Los Angeles, California. At around 3:33, you can see that the camera is focused on the buildings around California State Route 110.

All or Nothing

Finally, we have the music video for “All or Nothing”, which is a little simpler in terms of set design compared to the ones mentioned above. It mainly features Cher performing the song in concert, and throughout the video, you can see different angles of the performance. The video was directed by British director David Mallet, who is credited as director on the VHS tape “Live In Concert” (ISBN: 0-7831-1634-9 (US + NTSC) – Homebox Officce) (ISBN: 8573-80177-3 (EU + PAL) – Warner Music UK Ltd) distributed by Warner and HBO in the late 1990s. This VHS tape includes “All or Nothing” as well as flamenco scenes for “Dov’e L’Amore”
